Ardiana Shala (Universiteti Nottingham Trent) prezantoi hulumtimin “Dhuna gjinore, njohja dhe përgjegjësitë shtetërore”, qe analizon përvojat e të mbijetuarve të dhunës seksuale në kontekstin e heshtjes kolektive, stigmatizimit dhe formale. Studimi shqyrton edhe ndikimin e narrativave dominuese të luftës dhe prioritetin nacional ndaj figurës së mashkullit. Këto, të ndërthurura me strukturat patriarkale, kanë kontribuar në margjinalizimin e viktimave dhe në vonesat e përgjegjësisë institucionale.
Ditor Haliti (Instituti i Mjekësisë Ligjore) dhe Kushtrim Gara (Komisioni Qeveritar për Personat e Zhdukur) prezantuan hulumtimin: “Sfidat në kërkimin dhe identifikimin e personave të pagjetur nga lufta në Kosovë: Domosdoshmëria e përfshirjes së familjes”.
Ditor Haliti prezantoi të gjeturat e hulumtimit mbi sfidat e identifikimit te personave te zhdukur gjatë luftës në Kosovë. U theksua rëndësia e identifikimit tradicional të trupave të zhvarrosur, identifikimit mjeko-ligjor dhe shkencor, si dhe roli i dialogut politik dhe familjeve në sigurimin e informacionit dhe verifikimin e viktimave.
Kushtrim Gara prezantoi nga perspektiva e familjeve të personave të zhdukur. Ai theksoi se pjesëmarrja e tyre zhvillohet brenda një konteksti kompleks politik, juridik, humanitar dhe social, që sfidat e dialogut dhe respektimi i detyrimeve shtetërore e të drejtave ndërkombëtare janë vendimtare për zbatimin e procesit.
Ky sesioni kontribuoi në thellimin e debatit akademik mbi trajtimin e pasojave të luftës, duke vënë theksin në dhunën e lidhur me luftën, përgjegjësitë shtetërore dhe nevojën për qasje të ndjeshme dhe gjithëpërfshirëse.

The second part of the fourth session continued with presentations by the researchers Ardiana Shala, Kushtrim Gara, and Ditor Halili, and was moderated by Etnike Dibrani.
Ardiana Shala (Nottingham Trent University) presented her research entitled “Gender-Based Violence, Recognition, and State Responsibilities,” which analyses the experiences of survivors of sexual violence within the context of collective silence, stigma, and limited formal recognition. The study further examines the impact of dominant war narratives and the prioritisation of national identity centred on the male figure. These dynamics, intertwined with entrenched patriarchal structures, have contributed to the marginalisation of survivors and to delays in institutional accountability.
Ditor Haliti (Institute of Forensic Medicine) and Kushtrim Gara (Government Commission on Missing Persons) presented their joint research entitled “Challenges in the Search for and Identification of Missing Persons from the War in Kosovo: The Necessity of Family Involvement.”
Ditor Haliti outlined the key findings of the study concerning the challenges associated with identifying persons who went missing during the war in Kosovo. Particular emphasis was placed on the importance of traditional identification of exhumed remains, medico-legal and scientific identification methods, as well as the role of political dialogue and the active involvement of families in securing information and verifying victims.
Kushtrim Gara presented the issue from the perspective of the families of missing persons. He emphasised that their participation unfolds within a complex political, legal, humanitarian, and social context, and that the challenges of dialogue, together with the fulfilment of state obligations and adherence to international legal standards, are decisive for the effective implementation of the process.
This session contributed to deepening the academic debate on addressing the consequences of war, placing particular emphasis on conflict-related violence, state responsibilities, and the necessity of sensitive and inclusive approaches.
